Naseej was established as an initiative by a group of Syrian professionals with international experience in management consulting, in response to the unprecedented humanitarian and economic situation in Syria. It operates as an independent consulting firm to enhance governance, empower government institutions, and improve the impact of sustainable development efforts, community investment, and reconstruction in post-revolution Syria.
In 2011, amidst the transformative winds of the Arab Spring, the Syrian people rose in pursuit of freedom and dignity, marking a pivotal moment after over four decades of repression and systematic corruption under the Ba’ath regime. These demands were met with violent crackdowns and sectarian persecution by the Syrian government, escalating into an armed conflict aimed at protecting civilians and upholding their rights.
By December 2024, after years of resilience and struggle, the Syrian people successfully ended the oppressive regime, opening a new chapter in the nation’s history. Despite this victory, the country faces monumental challenges in the aftermath of 14 years of conflict, which have left Syria grappling with one of the most severe humanitarian crises in modern history.

Syrian Textiles: A Legacy Woven Through Time
Syria's textile and weaving industry boasts a history spanning thousands of years, rooted in ancient civilizations like Mari, Ebla, Damascus, Aleppo, and Palmyra. Renowned worldwide, Syrian textiles are celebrated for their exceptional craftsmanship and quality.
This intricate industry extends beyond weaving, involving a detailed process of spinning, dyeing, threading, and finishing. Women artisans played a vital role, preparing silk and yarn into refined threads, while urban and rural communities collaborated in every stage—from producing wool in the deserts to exporting finished garments from coastal cities.
Syria's textile craft transcended class and region, weaving together the contributions of shepherds, spinners, artisans, and merchants into every piece.
"Every fabric woven in Syria carries a story—a harmonious blend of cultural and regional diversity brought to life with unparalleled creativity."
Why Syrian Textiles?
From its inception, the idea of Naseej quickly gathered momentum, with dozens of Syrian consultants from around the world—hailing from diverse backgrounds and regions—joining forces to establish this entity. Together, they wove a rich tapestry of diversity, where each unique thread contributed to a harmonious and beautiful whole.
It is like a garment crafted from the cotton of the Euphrates, dyed in the waters of Barada, and woven in Aleppo, only to become a turban gracing the head of a sweet vendor in Homs and Hama.
This unity, born from diversity, reflects the essence of "Naseej"—an intricate fabric of collaboration, tradition, and shared purpose.
We believe that developmental work can weave dreams for Syrians, using threads of hope as radiant as silk, shining in the sky of a nation whose social fabric is as diverse as the timeless mosaics adorning its mosque domes and stained glass embellishing its church walls.
In response to Syria's unique circumstances, Naseej was founded by nearly 100 Syrian consultants with global expertise in development, community investment, decision support, governance, and institutional development. These professionals have contributed to international programs for governments and NGOs across diverse sectors.
We take pride in the exceptional skills and dedication of Naseej’s founding consultants, who have worked with leading global consulting firms and hold advanced degrees from some of the world’s most prestigious universities.

To maintain independence, no government grants or paid contracts are obtained from the Syrian government or political institutions in Syria. Additionally, no government employee or their relatives up to the second degree may hold any administrative position in "Naseej" or own any shares in the company. If this changes for any of its members, they will be dismissed, and all their shares—if they own any—must be sold to the partners within 60 days.
Naseej issues a report every six months, reviewed by an external auditor. This report includes detailed disclosures about the projects and grants received by the company during the period, along with conflict of interest declarations for its employees and owners, if applicable. The report follows international standards such as GRI/IFRS and includes important financial information, ensuring transparency and accountability.
Naseej has successfully raised contributions totaling $100,000 USD from its advisors, establishing a model similar to cooperative associations, owned by the participating Syrian advisors. This capital will be used to support the foundation and operations, as well as to provide salaries for the field teams inside Syria. Payments will be made to the network of advisors based on the projects they are involved in. Naseej aims to achieve financial sustainability and growth within its team through:
This model will enable us to achieve impact while maintaining independence and financial sustainability, avoiding any conflict of interest with government affiliates in Syria, as they will not be considered clients of Naseej.
In response to the unique context and challenges of Syria, Naseej was established, driven by strategic values that shaped its business model, strategy, and directions.
To be an enabler of Syria's Recovery, a catalyst for developmental investments, and a strategic consulting and implementation partner for stakeholders involved in reconstruction and sustainable development in the Syria of the future.
To provide innovative consulting and executive solutions that enhance the efficiency of development resources, facilitate community-driven development within the Syrian context, and ensure a positive, inclusive impact that serves all Syrians.
Naseej is strategically positioned as a supporter and enabler of the system by providing consulting, management, and executive services to donors to enhance the effectiveness of the development system. This is achieved through conducting studies, developing strategies, supporting decision-making for donors, establishing grant frameworks through various structures, and managing development programs. Additionally, Naseej works to improve the efficiency of development enablers and maximize the impact for beneficiaries.
